The winning multidisciplinary team will draw up plans for a Grade A office complex on a 0.3ha plot within the town’s 25ha Basing View business park, which has been earmarked for a major regeneration masterplanned by BDP.

The project, planned to complete in 2021, will replace a two-storey office complex, known as Norden House, which is currently used as a business incubator and was recently purchased by the local authority.

In its brief, the council says the offices ‘are currently multi-let to a number of SMEs, with the express purpose of redevelopment on this important gateway site into a Grade A office provision, and [the council] now wishes to appoint a lead consultant who will provide a professional team to provide design, project delivery support and advice on preparing the site named above for future development.

‘The purpose of the appointment is to design an appropriate office scheme to maximise the development potential of the site, together with appropriate car parking provision for an important gateway site facing onto Basing View. The consultancy team will include but not be limited to the following anticipated services: architectural and design; planning consultant; quantity surveyor, cost consultant and potentially an employer’s agent; highways and transportation consultant; M&E consultant; and principal designer.’

Basing View is a large council-owned central business district near Basingstoke Station and featuring several office buildings from the 1970s, 1980s and 1990s that are no longer considered fit for purpose.

The area is home to around 100 businesses, employing more than 4,000 people, but lacks a broad mix of uses and easy connections to the nearby town centre. Occupiers include the AA, Kier, Wates, BNP Paribas, WSP, Shoosmiths, Network Rail, and Waitrose John Lewis which recently opened a store nearby.

Last year BDP was selected to deliver a spatial strategy for new offices, homes and other uses along with an urban design framework for Basing View detailing the siting and scale of new development and the treatment of new and existing open spaces.

The appointment came three years after 3DReid completed a regeneration masterplan for the ‘tired and outdated’ business park which opened in the 1970s. An earlier masterplan for the 102,000m² central business district was drawn up by Broadway Malyan in 2010.

Tenders will be evaluated 70 per cent on quality and 30 per cent on cost and consultants will be required to obtain professional indemnity and public liability insurance cover worth £5 million.
